There is no doubt that Clinton passed up MULTIPLE opportunities to get bin Laden and blew it because he didn't understand the nature of the threat.

If you want to blame Bush for not acting on intelligence that clearly was not actionable, well, that's okay I guess. But it is just a blatantly partisan attempt to deflect blame away from Clinton.
