Bill is correct. The risk was noted initially during the Clinton Administration and the information was still available during the Bush Administration. It was vague enough and within the mix of all such risks taken under consideration, wherein it was not seen as actionable at the time. When the event occurred the security systems of the nation were caught off guard and it was a surprise to all, regardless of which administration they served under. That is the history we all lived through. The rewriting of history to suggest anything else is on your part.
