I think they still mostly run with good intentions. Certainly not only pure non-self interested attention, they are out for power and influence, and supporting those they like or those who support them. But I do think they mostly feel they are making things better (or to the extent they can't push their agenda forward, at least they think they are fighting the good fight to keep things from getting worse).

But intentions are massively overrated, at least in terms of policies and politics. Results matter a lot more. (Technically the change that your actions caused to happen or prevented from happening, or reduced or increased. If things are great after your policies go in to effect, but they would have been even better without them, its not like you deserve massive praise.)

Also people do get influenced by what's in their favor. If believing in a certain idea or policy is good the politician, then there is at least a marginal tendency to go beyond cynically supporting it for self interest, to actually beveling in it, esp. when so many of the people you deal with and generally agree with and respect, also support it.

As for global warming I thin both sides overstate their case.
