Keystone is being built by a private company's money .. if it's not economic, they won't build it. Only governments build stuff they know isn't economic.

Its not short. The plane is for over a thousand miles of pipeline (not counting what has already been built)

If it was short it would not take as high of price of oil to make sense (since it would be a smaller investment) but it would still have a long lead time in today's regulatory and political environment.
