My opinion: An entry right now for VLKAY in the near future -- no. Stock could drop further. Or not. I won't bet.
An entry later for VLKAY stock improving in the near future (12 months). Maybe yes. Company is big and will eventually overcome this. Maybe pay big fines (stock might drop further from current price as extent becomes clear). People's memories of this debacle will fade. Meanwhile stock might stall. For me, I'm disappointed and would rather bet on the auto retailers -- all of which who sell (and thus also service) VW may benefit from the retrofits that might be required or the concessions VW might make to diesel owners who might consider trading for a different VW/Audi.

OT: I've an Audi diesel, and I'll be affected by the recall and fix. Year I bought it, it had been named green car of the year. Very surprising and disappointing what VW has apparently done here (bypass/cheat on emissions testing).
