Yes, Neuschawantstein is steel framing, brick, cement and rebar, construction typical of the 1880's. - books.google.com

They have photos of the construction on the wall at the end of the tour. Built on the site of two original ruins, Vorder and Hinter Hohenschwangau.

The exterior walls are brick built between steel supports, covered with limestone cladding. Inside the castle, the remains of the forms for the poured concrete are still visible in the ballroom and circular stairwells.

Most of the castle interior remains unfinished. Visitors see only the third and fourth floors which are complete. It was Disney's inspiration for the castle in Disneyland.
