The mods are increasing pollution and noise and yes there are laws regarding the modification of the fuel and exhaust system. They do not get followed very often. That is why a lot of newer vehicles get sent to the wreckers- they have a VIN on them and it is too costly to fix, basically the system needs to be returned to stock. In a perfect world you could modify the yingyang out of a vehicle as long as it does not compromize safety, noise, and emissions. Unfortunately that is not the case today. hot rods are a grey area, a lot of them are not safe and should be off the road, cops are not on top of it. Hydraulics, air bag suspension with no scrub line built in, no wipers, straight pipes, great big 671 blocking the view. crappy welding, no outside door handles are all reasons to pull a vehicle off the road and that is just the start of stupid mods.

Here is one law regarding modifying a vehicle...there are many more. (2) No person shall drive or operate a motor vehicle propelled by an internal combustion engine when the muffler with which the vehicle is equipped is cut out or disconnected from the engine. Part removal prohibited(3) No person shall drive or operate a motor vehicle propelled by an internal combustion engine equipped with a muffler from which has been removed any baffle plate or other part. Alteration prohibited(4) No person shall drive or operate a motor vehicle propelled by an internal combustion engine equipped with a muffler the exhaust outlet of which has been opened or widened. Noise increase or flames prohibited(5) No person shall drive or operate a motor vehicle propelled by an internal combustion engine equipped with a muffler or exhaust system to which is attached any device which increases the noise of the expulsion of the gases from the engine or allows a flame to be emitted from the exhaust system. the issue is most of these laws are not enforced or followed. DB ratings are seldom tested and the NOX is not checked either. The regulations and laws for vehicles and mods is about 2.5 inches thick, so YES there are laws that cover what you can do.
