Just an example- same applies to the Cat- and all those other little add ons in the exhaust system. You really do not want the whole set of regulations dumped on the thread do you? Point is - the gooberment makes regulations but does little to enforce them. there is a lot more emissions out there because of the lack of government enforcement. Now if a private company wanted to enforce them the gooberment would go nuts in an effort to become a"partner". It would be one hell of a revenue stream.
