And a drunk who gets SNAP can't use the benefits for whiskey (assuming he's not defrauding the program). But if it covers part of the expense for food then there is more left over for whiskey.

Money is fungible. Planned Parenthood uses a significant portion of its resources on abortion. Less subsidies for Planned Parenthood results in fewer resources for abortions even if nominally the dollars in the subsidy don't go towards abortion.
