Nominally and offically your right. But in practical reality federal money does fund abortions, and not just through funding planned parenthood. You provide money to an organization that is largely about abortions, and even if that money has to be targeted to things other then abortion it frees up its resources that would have been used for those other things to be used instead on abortions. Also federal money does fund abortion in official and direct terms in some instances where there is claims of rape or when the life of the mother is in danger.
