If a woman comes in because she's worried she's pregnant, gets a test that shows she is, decides she doesn't want the child, has an abortion, and during all of this she has her breast looked at and felt for lumps, and is given condoms to use in the future, then for her abortion was in a sense 25% of what Planned Parenthood did, but not in a very meaningful sense. Pass out condoms to 97 people and give 3 abortions and you get "abortion is 3%" but that's meaningless. Compare the adoption referrals and prenatal services combined to abortion. The number for abortions was almost 16 times higher.
