Well, eventually. It has been widely believed that things are a lot more static below 2000 meters because of limited mixing, generally referred to as the "deep ocean". Which is one reason why Argo doesn't sample it. So far, that seems to be the case. Still, that is a lot of water. A bit more than half the average depth, which is a greater total volume of water. And a lot of energy has been absorbed. Argo has shown that we have been underestimating the amount of heating the oceans have been undergoing.
