May I ask what you think is the difference between that and maintaining electronic medical records which lack fundamental security measures and disclose private patient data such as whether a person had AIDS or other physical or mental illnesses?

Yeah! Speculative pre-crime prediction! Start with a database of every American that owns a gun. Then, add any criminal history. Then, all gun owners that have displayed anger. Then, all gun owners that have had any sort of mental problem in their lives...
