I deliberately exclude several cases where it wasn't entirely clear if the shooting was going to be a mass shooting. In other cases the issue wouldn't even be raised so there would be no way to even know about them to exclude them. I also excluded cases where the shooting was stopped by an off duty cop. They should count as well, the main advantage on duty cops have is that they often have numbers (a secondary one is that they might have body armor), by themselves off duty they are similar to any other person carrying their own gun. But I figured you would object and I didn't need to include such cases to make the list.
