I think their next step will be to send their PM to ask California for technical assistance.

Even if the climate change alarmist story was actually true that wouldn't do them any good. No reduction in fossil fuel use by Pakistan is going to make much of a difference. Even if it would, Pakistan can't afford the type of subsidies and targeted tax breaks that CA and the US federal government dish out.
