Its a hypothetical. Say if the Republicans took the Senate before Sandy. A million other similar hypotheticals could be drawn up.

The point is that unless the bill is simply a clean aid bill with nothing else in it, you can't reasonably blame people voting against the other stuff for not supporting aid. At most you can blame them for not accepting the other stuff in order to get the aid. But that wasn't necessary in order for the aid to get distributed because an aid bill passed anyway.
