From your own selected definition. "The term has the connotation of an unintentional omission or obscurity in the law" By most definitions the obscurity, or unintentional commission, isn't just a connotation but an actual part of the definition. Sticking with taxes the fact that someone who makes less money pays less income tax is " A provision in the laws governing taxation that allows people to reduce their taxes", but almost no one would call it a loophole.
