When a short-seller does it, he puts his own money at risk hoping to profit from a decline in the price of the stock. When management does it, they put someone elses money at risk (in this case, the shareholders) hoping to prop up the stock long enough so they can bail out - all the while lying to the poor suckers that they are creating "value" for the "long term".

Zonagen is a scam and a fraud.
