Message 30264703 Read on one of the threads that SC puts like almost no money into inspecting dams. Also, 2nd biggest welfare state is SC, so money from NY and NJ (and Cal) will pay to fix them up, even tho all their R's in Congress voted against aid for Sandy. NJ was the biggest donor state, too.
