California manufacturers spend a smaller share of total operating costs on electricity

Because California has to a large extent moved away from heavy energy intensive industries. They make up a modest and shrinking part of CA's economy. Of course CA consumers still directly and indirectly use those products, they just get made elsewhere.

Meanwhile Californians are paying more for energy then in most other states, in large part (but not solely) because of environmental laws and the push for energy alternatives.
