The only gun that meets your requirement is a stun gun. Or maybe a shotgun loaded with bean bag rounds. You can buy them in 12 gauge shells and use them in any shotgun of that gauge. But I'll bet this isn't what you have. Also apparently these aren't that reliable .. ie less than half the people hit will be stopped. A really tough guy or someone powered by drugs, alcohol, or adrenaline may not be stopped. And if he is it won't be for long. You may just make him mad.
