I think the news was essentially good, although a lot of people realize that WAAS sales are not forever, at least in the USA. When I talked with Novatel they told me that the entire WAAS system would require about 50 stations each with 3 receivers . So 7+9+77+7 is 100. Another 50 to go? At the same time you have the effects of the Asian crisis, the CDN dollar pluging (makes it less attractive to own Canadian companies since your capital gains can be erased or diminished through currency loss for Americans especially) and tax loss selling so perhaps that was the reason why the order was greeted with -7/16.

Here is another reason for the price drop... from the Trimble thread
