The Fed's easy money policy and expansion of the money supply.

Bank stress tests
and of course least effective of all...the wasteful Obozo stimulus....

Obama's policies, while often negative, were not as bad as the policies of Hoover and FDR in the 30s. Also monetary policy wasn't as bad, there wasn't a trade war at the beginning of the recession, and there wasn't a big boom before it.
