Tax cuts aren't spending that needs to be or can be paid for.

As for $1.37 tril, that's an overestimate and even if it was accurate it would not be very significant compared to the problem with entitlements, which is a much larger problem than that.

The law requires the SS Trust to lend its money to the federal government.

It is called "investing the money."
