"What has been the highest CO2 level in earths history"

Wrong question.

It is also a stupid question. In the course of reaching those heights, there was the incident known as The Great Dying. The elevated CO2 levels and resulting climate change are the prime suspects in that event. Given that plants were only minimally affected, this is a reasonable conclusion.

We haven't been around for a few billion years.

I see - so until we arrived the earth was spiraling out of control and the animals were migrating and being impacted by the huge swings in CO2 that were caused by?

for the first time since record-keeping began

And compared to the time, life has existed on earth, that's barely a blink.
