Current retirees, past retirees, people on SS disability, and non-social Security spending from military spending, to pork barrel transportation projects. Your right its long since spent. Which gets back to the problem I pointed out. Politicians "wrote a check" that the government can't handle with their promises on entitlements. And its not just something that tiny nibbles around the edge can deal with, there needs to be some serious reform, and that reform needs to slow down spending growth. If done soon there need be no year over year cuts, even per recipient. If the problem is just left to fester there will be some actual serious year over year cuts required, and the political battles over them will make anything in recent years seem tame.
