I don't see a problem here ... you believe you can't be trusted with a gun in public and you choose not get a carry permit. Said permits aren't handed out in boxes of cheerios ... you have to go to classes and be educated and submit to a background check and there is a cost. It's enough of a hassle that I haven't bothered. Being retired I probably won't ... now if I was still working and had to travel in an unsafe area, I'd get a permit and carry.

People who aren't level headed probably won't go to the trouble either and may be rejected by the background check if there's anything on their record. Just knowing they'll be fingerprinted and the fingerprints will be given to the state police will discourage a lot of non level-headed people from trying for a permit.
