And 15C2-11 effectively means the market makers and brokers have to be reasonably assured that the financials are timely and accurate, before they can make a market in this stock. This is one of the new proposed changes coming. In the past, a marketmaker needed to file this form only once and could use it indefinitely, even if the company hadn't filed in a long time. Under the new proposal, timliness of the financials is an ongoing responsibility. The onus is being placed squarely on the market makers, who in turn, will demand that companies are current, or risk liquidity problems with their stock.
