The way to maximize personal gain in the Senate is to keep your head down, go with the leadership on every issue, serve for two terms, then get a job as a lobbyist.

Cruz is in no way on the path to maximize personal gain.

Agreed. Few have argued more cases successfully before the USSC more. In private practice, he could make a mint.
