I don't actually know, but guess the procedure or application for C.O. status was somewhat complex and required interviews etc.

Cuz, you had to be able to document a history of conscientious objection. Just claiming it wasn't enough.

Myself, I just took drugs I knew would show up on my tests at my physical, and loudly called all the people interviewing me murderers. I was advised to do this by folks who helped me not to go to Vietnam, including soldiers who'd been there. Got me a 4-F!
