Every time a short sale occurs it is supposed to be declared at the point of sale. It has to be reported by the broker to the exchange. It's got nothing to do with anything else. Many companies allege that there are several occurances of short selling that are not declared at the point of sale so brokers often speculate about the level of unreported shorts being 2 times the reported as a rule of thumb. Nobody knows the truth. Unreported shorting probably occurs frequently although illegal. It's effect is likely to be very short term as it is difficult to stay short a VSE stock, especially, for very a long period of time.
