Easy enough. Reagan's spending increases and tax cuts were mainly targeted at the investment class, unlike Clinton's. Which is great if there isn't enough investment. But there is a limit to quality investments. Now those who aren't in the investment class tend to spend and not invest any windfall. Given that our economy is driven by consumer spending and not investment, well do the math...
