One of the many faults of government run education systems, or most government run systems in general for that matter, is they overemphasize formal credentials compared to actual results.

Part of that is just the nature of bureaucracy and the fact that it is easier to keep track of and make reports about formal credentials. Part of it is concern about being seen as discriminating against some group or another. Its not a perfect defense, people can win lawsuits or political fights claiming that formal credential requirements are discriminatory, but its easier to defend them than it is to defend less formal evaluation of actual merit and achievement.
