What we do know is that despite the "system blinking red" throughout the whole summer, no additional steps were ordered, despite analysts begging that some more be taken. The fact of the matter is that the Bush administration did not take al Qaeda or bin Laden seriously, they in fact mocked Clinton for being obsessed over them. Their target was state sponsored terrorism via The Axis of Evil. Their apparent plan was to throw each of them against the wall, topple their governments and install democratic regimes in them. They sort of got stuck on phase 1...
