No real evidence of that.

If be premeditated you mean a planed attack against a known hospital you mean a planned attacked for the purpose of killing doctors and/or patients and/or destroying hospital facilities.

It can be a "premeditated attack" in that there was some amount of though before the attack, and it can be "against a known hospital", meaning that it was known that there was a hospital there, without it being a "premeditated attack against a known hospital", meaning that the hospital was selected as the target and known to be the target by those ordering and carrying out the attack.
