I don't see the politics behind doing anything ineffective, unless Obama thinks the situation in Syria will simply improve on its own and he wants to be "present" for it.

I doubt seriously he believes things will improve on their own. That can only occur outside of Syria through diplomatic means. The country needs to be stabilized. I doubt if Syria as we know it can continue to exist. Much more likely it will be broken up into several autonomous regions if not countries. The Kurds have a shot at extending Kurdistan, which de facto already exists in Iraq. The Shia and Sunnis in Syria need to be separated. Maybe this is the time to do the same in Iraq. Same sort of problems, just not as much active shooting. Get the Saudis to monitor Sunnistan and stamp out ISIS with help from others. If Assad remains in power in Shiastan, so be it.
