Employers are required by law to have every employee fill out an I9 form which establishes their legal right to work in this country. Simply increase the penalty from civil fine to criminal for failure to maintain a valid I9. This has nothing to do with consumers or your desire to know if your helper is legal. All the burden is on the employer. (BTW, if you hire a nanny, you are currently required by law to ask for a social security number and pay payroll taxes.)
