Do not have to pay, still interprets as a scholarship, even if it is the military or taxes paying (A rose by any other name is still a rose). I don't see the problem. I was misled by CJ and the media earlier but things are back on track now. I do think the youthful violence question needs to be cleared up now, even though I was willing to give that a pass before this came up.
