Some are replacing old plants ... which btw belies your narrative itself .... but most are expanding coal power as the Reuters article said.

And it's not just China but Asia generally.

Well,

they are replacing old, inefficient, very dirty coal fired generation with supercritical coal fired generation.

But they are still dirty and polluting.

You can only carry the Rankine Cycle so far...

It's a dead end. We have reached the thermodynamic limits.
