Absolutely correct. It will take a multi faceted approach over time. Tenchu will still be naive on a whole host of subjects long after this immigration issue is solved. Nearly everything to him is colored various pastel shades of grey. Can't resolve anything, so just move on.

You don't like it when someone does something illegal and is treated like a criminal?
I'm talking about the punishment fitting the crime.

Fine the employers of illegal immigrants. Don't haul 'em away in handcuffs, unless the violations were egregious and there's substantial evidence of harm done to the workers.
