Wally: Foreign investors don't really have to short american stks., at least not the micro caps. When a Reg. S is done, the shares are sold over there at a pretty good discount. However, when they buy, they can't re-sell over here for 2 years. That doesn't mean, however, that they can't set-up an off shore acct., and then sell here at our market prices; thereby, making some good profit. The only time they get in trouble is when people want to take delivery of their shs.; they can't produce them for the 2 year period. That's why, a lot of times when someone tracks all of the vol. in a stk., it might appear that there are more shares out there than the company claims there are in their public float. It appears that that is the case with UMSI. Just add up the total vol. for the last few months and I think it will come to more than their public float. Remember though, that lettered shares are not included in the public float. They are considered investment stk., and don't become part of the public float until the letter comes off.
