Anyone else would have been immediately terminated and or discharged form the service.
But you see, Hillary was special because she wasn't an employee of the State Department. She was instead a member of the Cabinet.

Therefore, she was allowed to have a private e-mail server. Any risks to information security by definition did not exist because, you know, it's Hillary.
