Then the Soviets would move in (harshly) and take over governance and assume control of natural resources.

the soviets also control a lot of oil. but they have to sell most of it to get the benefits. no matter who controls the resource, they have to sell it or it's of little advantage. it makes more sense to have a strong currency so you don't have to pay a lot to get a resource such as oil.

the world buys oil, even from its enemies. and the world sells oil, even to its enemies. therefore, what's needed is a strong currency. a strong currency will get a country more oil than if they produced it themselves. it works that way for every other resource also.

it's too bad that not a single 'leader' in the world understands this. nor do their subordinates. they all think they need to be the producer of the resource. they don't.

The Soviet Union has "A huge # of nukes and numerous means to deliver them," and the United States has a president who is lowering the number it has.
