Regarding index funds and mutual funds taxable gains; imo the biotechs are in only those index funds which represent the broadest market and even in those cases index funds generally do not shuffle their holdings (unless stocks are added or deleted from the index) and so there is very little capital gains to pay on index funds. further,
funds of all types do there capital gains distributions by Oct. 31, so
there should be little of fund tax selling by mutual funds at year end. Imo the tax selling is being done by individuals in stocks like
ligand.
