They could start by using what laws they have for sentencing for possession of illegal weapons, swifter justice system and Spartan, less expensive prison conditions that they want to avoid rather than just meet and great old friends and all their needs provided by the state. Rather than cleaning the streets of absolute evil. Gangs of violent drug dealers and other vermin should be the target. If Chi-raq and similar cities aren't cleaned up deaths from gun violence will continue to soar. Singapore has done an amazing job.
