There is a filter, but how effective can it really be for people from Syria or claiming to be from Syria. I'm not sure how good of documentation there was in the first place. What there was may have been destroyed or rendered inaccessible. If the documents do exist and are accessible its not like either Assad or Daesh is likely to cooperate with the FBI and Homeland security. Also I understand fake documents are quite common there and in the hands of people coming from there. Some of the fake documents are even created by the people who create the official ones (after receiving a bribe).
