Politicians generally make promises, many of which they know they have no intention of keeping and must know they won't be able to do. No doubt the presidential candidate who wins will find themselves stymied by Congress, Senate, Supreme Court.

Presidents don't just do constitutional things. They do other things too. If they can get away with it, they do. And they do.

You can't have it both ways = powerless president and powerful president.
