Yes you should get annual meeting information in plenty of time to study it before the meeting. In your condo you should have some financial responsibility and the association should have some responsibility. When you get the meeting material they should be telling you what they did and spent during the year. Some things to watch are the areas they are responsible for - are they getting the best price for the service. Did they develop requirements and specifications for the services they use. Did they go out for bids, etc. etc. Did the service deliver what was required.
