Yes it would.

But remember, it was the antiwar crowd (like me) who originally fought to ban the draft - there is no way to win this human conundrum.

Both systems have big downsides.

Also, how do you filter out privilege and corruption in the draft or draft-avoidance games (see George W. Bush.)

Reinstating the draft would flush a lot of the paper tigers out in the open
