Chris, I am interpreting it the same way as Richard, namely, the large amount of puts indicates that the options players are very bearish, which can be viewed as very bullish from a contrarian point of view.

Just didn't want incorrect information to mislead. The five year high of 1.23 came right before this leg of the biggest bull in history - 12/9/94. you expect low ratios at tops and high ones at bottoms. That is the contrarian thought.
